At the beginning of the 1999 legislative session many members of the Government Relations Committee (GRC) and "Active Advocates," were unfamiliar with the legislative process and advocating for disability rights. The process a bill goes though to become a law can be confusing at first, and many of us felt somewhat intimidated the first time we met with our legislators.
