Russia was a dictatorship. The ruler Of Russia was the Emperor (Tsar) and in principle everything that happened in Russia was his responsibility which he joint with no one and was responsible only to God for his actions.

a rural crisis. The serfs want the lands of the nobles but they're not willing to pay for it. Extremist groups now form because there demands are not being met. The ethnic diversity in Russia is huge there are so many different cultures and traditions across Russia which results in arguments between different groups and religions. Finally, Russia is surrounded my neighbors who want to take over Russia which doesn't help the situation at all.
