If the USA had decided to stand back and choose a nonviolent way of solving this problem, then it could of lead to other consequences, which could have killed more. Either way, many deaths may occur whichever decision President Bush had made. In saying that, the decision to raid Afghanistan to obliterate terrorism, was acceptable.
