Effectiveness of the Workman's Compensation System
The Worker's Compensation System in California has been around for
a while. The system was first created after the Industrial Revolution,
around 1911. Wisconsin was the first state to start this program
(Grolier). Workers' Compensation provides financial award from on-
the-job injuries. Every employer is now required to carry worker's
compensation (workers' comp) insurance. Today, it protects over

So, who is to blame for the ineffectiveness of the system?
Insurance companies are blaming the state Division of Workers'
