temporarily occupy Cuba. Spain was liable for the Cuban debt. The United States Senate ratified the treaty on February 6, 1899. The treaty was ratified by a margin of only one vote. Ratification of the treaty meant that the United States would continue to occupy the Philippines. Opposition to the treaty felt that the United States should allow Filipino independence because the Philippines were not important to the United States for economic or military purposes.
