smaller and faster. This approach would be costly, however it may have an intangible asset in that it would make the governments, and citizens, feel safer than with the other option. Which seems safer: letting people cross the border without inspection, or more people on the border doing inspections? Of course, in the minds of the people, more people on the border may be the ideal solution even if there is an extra cost involved.
