The Pod's are only built of water proofed cardboard, which isn't very expensive. Engineers could make the dome for more economical so that say a 10 foot by 10 foot dome cost $100, and several homeless people could buy it together for a small amount and they'd have semi permanent housing that would be weather resistant.
