nazi's were in the government and only till 1938 was it a Nazi government seeing as all the conservatives had gone. Hitler was the Nazi government and he didn't even use it that often, he had enough power to do basically what was needed and used the weakness of this government, as he liked to make things easier on him. Hitler was an opportunist and was used what came up in his surroundings to his advantage.
