Australia did not have a change in government or a harsh treaty to deal with because they were on the winning side in World War One. They did have to contend with bad decisions from government in the placement of returned soldiers and with the economic crisis which left many people unemployed. The value of money was worthless at that time. Therefore, evolutionary change is only possible in the absence of internal and external conflict!
