the reader understand that it is because he is weeping he is become the outsider, we are able to see that the group believe this shouldn't be something to do in public, through the line "and does not cover it up", the effect this has is the audience understands that the group who are looking at the outsider are surprised he wept freely, whereas they believe it should be hidden.
